Mohamed ElBaradei, director-general of the U.N. International Atomic Energy Agency, makes it very plain why the U.N. has become the Trojan horse of nuclear proliferation. In an interview with Newsweek magazine on Oct. 20, Mr. ElBaradei laid bare his plan -- guaranteed to lead the international community into nuclear war.
His overall outlook toward nuclear proliferation, he explained, has two prongs. No. 1, the problem with Iran and North Korea is "not really leader-specific. It is country-specific: a country feeling insecure. And if it sees that the people in the major leagues are relying on nuclear weapons, it will at the very least be tempted to do the same."

Anne Bayefsky
n October 19, UN-appointed "human rights" expert John Dugard told the General Assembly that "Palestinian suicide bombers" are "a consequence of occupation." In five years traveling on the UN payroll - twenty-two percent of which comes from American taxpayers - Dugard has now distinguished himself as the most fanatical spokesperson for terrorism at the UN outside the Arab and Moslem world.

Is
$5 billion too much money for the US to be giving annually to the UN? Member states in the UN's budget committee (the Fifth Committee) have now asked the opposite question: is it too little? The decision in 2000 to put a 22% ceiling on donations to the UN is now up for review. Already the G-77 and China are gearing up for a fight. They
claim "the rationale for requiring a reduction of the ceiling has not been met." These are the same 132 countries that by virtue of their UN majority derailed proposed basic management reforms this past spring. The 22% ceiling only affects the United States. Without the ceiling, assessed U.S. contributions would be upwards of 30% of the UN budget. Countries that have expressed a desire to review the 22% ceiling on U.S. UN donations include
Venezuela,
Pakistan and the 20 Latin American countries that make up the
Rio Group. Informal negotiations are set to start shortly after countries and blocs submit proposals. Commenting in the context of reform failures, Ambassador John Bolton accurately
describes the situation at the UN this way: "it's fun spending other people's money."

Anne Bayefsky
South Korean Foreign Minister Ban Ki-moon is now assured the job of UN Secretary-General to replace Kofi Annan January 1, 2007. Although a sense of his priorities is hard to come by seeming to be all things to all people being the apparent ticket to success - the New York Times reports on October 3rd that "Mr. Ban has said he will devote particular attention to efforts to broker a settlement in the Middle East."
If true, Ban is headed to play the same role as apologist for terrorism, while avoiding the genocides of our time, which was Kofi Annan's trademark.
